COMMONWEALTH OF MASSACHUSETTS By His Excellency JOHN A. VOLPE Governor EXECUTIVE ORDER NO. 65 Executive Order No. 63 is hereby rescinded. WHEREAS, there is a critical need to provide immediate assistance to the valuable commercial fishing industry of the Commonwealth and to those citizens engaged in this, the state's oldest industry; and WHEREAS, it is the responsibility of the Commonwealth, act- ing through its appropriate agencies, to assist in the protec- tion, enhancement and development of this industry and the re- sources upon which it depends; and WHEREAS, this industry is faced with the problem of competi- tion from heavily subsidized foreign fisheries, and other econo- mic problems of a serious nature; and WHEREAS, the citizens of the Commonwealth as consumers are vitally interested in the availability of wholesome fresh fish of domestic origin; NOW, THEREFORE, I, John A. Volpe, Governor of the Common- wealth, by virtue of all the authority vested in me, do hereby issue this order. 1. There is hereby created a committee to be known as the Governor's Advisory Committee on the Domestic Fishing Industry. The Committee shall consist of seven members, one of whom shall be the Commissioner of Natural Resources and the remaining six shall be appointed from time to time by the Governor and shall serve at his pleasure. The Commissioner shall serve as Chairman. 2. It shall be the duty of the Committee (a) To review present problems of the domestic fishing industry with special emphasis on the production of fresh fish. (b) To suggest programs to suport this industry and its related components. (c) To assist in proposing and supporting any legislation necessary to implement the suggested programs. (d) To adivse--together with the Marine Fisheries Advisory Commission--the Governor on all matters concerning the domestic fishing industry and the production of fresh fish in the Common- wealth.
