EXECUTIVE ORDER NO. 155

ESTABLISHING THE GOVERNOR'S COMMISSION
TO SIMPLIFY RULES AND REGULATIONS.

    WHEREAS, the proliferation of rules and regulations by
various governmental units has created an impediment to the
economic development of the Commonwealth; and, whereas, there is
a need for the review and recommendations of said rules and regu-
lations to the end that the health, safety and environment of the
Commonwealth can be protected while, at the same time, permitting
orderly economic growth.

    NOW, THEREFORE, there is hereby established the Governor's
Commission to Simplify Rules and Regulations as follows:

    1.  The Commission will consist in part of the Governor's 
Cabinet Coordinating Committee for Economic Growth and Investment
(Joseph Fitzpatrick, and Secretaries Hanley, Bewick, Locke, Kariotis,
Matthews).

    2.  In addition, the Commission will consist of six (6)
representatives of the private sector representing commercial
development, residential development, commercial banking, life in-
surance, real estate and lending, and manufacturing and retailing.

    3.  The following named individuals will be the initial
representatives of the private sector:

	Commercial Developer 	Edwin N. Sidman
				The Beacon Companies

	Residential Developer 	Thomas J. Flatley
				The Flatley Company

	Commercial Banker 	William S. Edgerly
				State Street Bank

	Life Insurance, Real 	William E. Leary
	Estate, Lending 	John Hancock

	Manufacturer 		Edward A. Schwartz
				Digital Equipmept Co.

	Retailer 		Weston P. Figgins
				Filenes

    4. The Commission will review all rules, regulations,
and permit requirements of the Commonwealth, which in the
Commissions' view have any impact on economic development.  The
Commission will make recommendations for simplifying said rules,
regulations, and permits and eliminating duplication, ambiguities 
and inconsistencies. 

    5. The Commission will make a written report to the
Governor concerning its recommendations.

    6. The Commission will serve at the pleasure of the
Governor, and will continue in existence until its recommendations
have been implemented, or until abolished or restructured by
further executive order.
