Governor's Advisory Committee on Computers
and Data Processing

    WHEREAS, the use of computers and data processing
services enjoys acceptance among agencies within State govern-
ment; and

    WHEREAS, notwithstanding the existence of the Bureau of
Data Processing and Telecommunications within the Executive
Office of Administration and Finance, there is no single govern-
ment entity charged with overall management responsibility for
computers or data processing systems in the Executive Branch;
and

    WHEREAS, there is evidence of a need for statewide
planning, coordination, and utilization of resources in the
data processing area; and

    WHEREAS, no existing agency within State government has
sufficient expertise regarding electronic data processing
equipment and related services on a statewide basis; and

    WHEREAS, individual State agencies contract independ-
ently for new equipment, resulting in specifications and systems
which do not meet identified needs; and

    WHEREAS, the Governor's Management Task Force has recom-
mended that a body be created to upgrade the performance of the
Commonwealth in the areas of computer management and data
processing.

    NOW, THEREFORE, I, Michael S. Dukakis, by virtue of
the authority vested in me as supreme executive magistrate,
do hereby order as follows:

I.  Establishment; Composition

    There is hereby established the Governor's Advisory
Committee on Computers and Data Processing (hereafter the
"Committee").

	A.  The Committee shall be composed of the following
state officials or their designees:

		Secretary of Administration and Finance
		Secretary of Public Safety
		Secretary of Human Services

	B.  The Committee shall be composed of four members
from the private sector possessing knowledge and experience
in the computer and data processing field.

	C.  The seven members of the Committee shall be
appointed by the Governor and shall serve during his term and at
his pleasure.

	D.  The Committee shall be chaired by a member
from the private sector who shall periodically report directly
to the Governor.

II.  Mission and Responsibilities of the Committee

	A.  The Committee shall be responsible for studying
the overall needs of the Commonwealth in the area of computers
and electronic data processing, advising on proposals for
development and operation of major computer systems and evalu-
ating vendor responses.

	B.  The Committee shall be responsible for
recommending methods of standardizing approaches to appli-
cations development, hardware facilities, data communications
and remote or local entry and output requirements.

	C.  The Committee shall monitor implementation of
the computer recommendations of the Governor's Management
Task Force including:
	
		. Consolidation of computers into large data centers
		. Development of statewide systems for
		  -payroll and personnel
		  -revenue and billing
		  -accounts payable
		  -budget and general ledger
		. Evaluation of Facilities management

	D.  The Committee shall monitor the development of
an inventory of current State computer resources, including
hardware, personnel, applications, and consultants and other
outside services.

	E.  The Committee shall review and project future
Commonwealth needs in the areas of computers and data processing,
including recommendations on specific processes.

	F.  The Committee shall comment on ongoing computer
operations in state government and evaluate annual Commonwealth
and secretariat data processing plans.

	G.  The Committee shall review the State's pro-
curement procedures for computer hardware and software.

	H.  The Committee shall review personnel adequacy
of the Commonwealth in the computer field, including salary
levels and make recommendations on the appointment of top data
processing officials.

III.  Interagency Cooperation

      Agencies within the Commonwealth employing the use
of computers and electronic data processing machinery shall
cooperate with and render assistance to the Committee in
the performance of its mission.
